The Construction Fire Safety Plan (CFSP) developed by NFPA 241, Standard for Safeguarding Construction, Alteration, and Demolition Operations is a valuable tool for all parties trying to prevent fire loss in these buildings. The plan is found in Chapter 7 of the standard.
The fire safety program details what the owner / management can do to safeguard the construction site. Common causes such as electric and heating devices, cooking equipment, burners, torches, soldering irons, and arson are addressed.
Preventative measures include proper security, housekeeping, and self-inspections. Important elements would include detection and suppression measures such as a fire watch, onsite fire brigade, pre-fire plans with the local fire department, and good communications arrangements. These arrangements would include awareness of road access, fire hydrants, and installation of standpipes where possible.
Many jurisdictions will not issue construction permits without a CFSP. NFSA (National Fire Sprinkler Association)
For insurance purposes, a job site loss control inspection would include requiring these elements of the CFSP as a major part of the fire loss mitigation strategy.
